Commonwealth Regulators meet Martin Browne

Commonwealth Ministers and Regulators from Africa, the Caribbean, AsiaPac and the South Pacific gathered for this year’s CTO Forum in London, September 4-6 – where they heard a key presentation from i-conX CEO MARTIN BROWNE aimed at finding new ways of resolving interconnection disputes.

Speaking on day 2, Martin outlined the radical new concept of the “interconnect clearing house” to a select audience of senior policy-makers tasked with creating effective, modern market frameworks, as nations across the globe move to embrace a multi-operator environment.
The clearing house introduces the idea of a neutral entity, offering a single interconnect solution that all parties can share, as opposed to each party developing their own solution.

Incompatibilities between these independent solutions frequently produce billing disputes between operators which can take years to resolve. By sharing the same solution, dispute is greatly diminished.

Goodwill and co-operation are promoted as the clearing house creates a neutral ‘steering committee’, wherein the regulator, the operators themselves, and the managers of the system each have an equal voice.

Speaking for i-conX VP Marketing GAVIN STEWART described the audience’s response as highly encouraging.

“What’s increasingly clear is that none of the parties involved have any real desire to become embroiled in dispute with other operators”, explained Gavin. “But solutions sometimes require a collaborative effort, and current commercial structures don’t encourage this”.

“The interconnect clearing house is ideally tuned to the complex growing pains of multi-operator markets, founded on i-conX’s unique level of interconnect expertise”.

Also on the podium at the CTO Forum were DTI Minister Margaret Hodge, OFCOM Strategic Director Peter Bury, and Rob Conway, CEO of the GSM Association.

An entertaining operator presentation was also heard from Robet Palitz, MD of Ghanaian operator Kasapa.
