Carrier Settlement Centre facility launched for Taiwanese WiMAX carriers

i-conX solutions, the world’s fastest growing provider of inter-carrier billing and routing solutions, has announced the launch of a “Carrier Settlement Centre” (CSC) facility for the availability of Taiwanese WiMAX carriers.  A memorandum of understanding (MOU) has been concluded between Taiwanese IT infrastructure specialist Taiwan Technology Centre (TTC), Pershing Systems Corporation of Taipei (PSC) and i-conX Solutions to deliver inter-carrier settlement Software as a Service, with the facility having successfully concluded its final testing phase in June 2010.

The purpose of the CSC is to facilitate the carriers’ ability to exchange usage records or inter-carrier invoices with other Taiwan carriers.

Once exchanged, records from all parties must be reconciled according to complex and dynamic changing rating rules, and a financial settlement achieved according to a regular schedule. The settlement process, commonly known as “interconnect settlement”, is a critical factor in managing and preventing the risk of commercial dispute between telcos.

The CSC presents requirements for high-end database processing, storage and retrieval. The CSC will incorporate and combine specialist interconnect rating tools with its existing infrastructure facility to provide a seamless end-to-end proposition to the WiMAX carriers and, thereby, intensifying their ability to compete effectively with the incumbent carriers. CSC will deliver a solution that meets a critical business requirement for WiMAX carriers. To do this, CSC has devised an enhanced delivery model which will provide great economy of scale and commercial benefits during the critical WiMAX carrier roll-out phase.

The CSC is compliant with the wholesale settlement requirements published by the WiMAX Forum. The wholesale rating requirements specify certain performance objectives which must be consistently met by the rating engine; in addition the ability to re-rate usage records, typically needed to incorporate retro-active telco rates, are included in the CSC functionality without negatively impacting upon core rating performance.
